Wentworth Falls Lake Walkway and Carpark RFT

The Blue Mountains City Council needs to enhance safety and accessibility at the Wentworth Falls Lake precinct, and is therefore inviting experienced contractors to participate in a request for tender (RFT) to construct an accessible walkway linking the upcoming viewing platform at the north end of the dam walk with Waratah Road. Additionally, a small car park on Waratah Road is part of the improvements.

Scope of works

A comprehensive scope of works includes demolition, earthwork, concrete work, boardwalk installation, handrails, kerbs, water edge treatment, landscaping, and stormwater management along Waratah Road.

Background information

Wentworth Falls Lake and Reserve, situated in the Blue Mountains of NSW, is approximately 100 kilometres west of Sydney. The project, located on the north-eastern side of the precinct, focuses on connecting the existing walking path from the dam walk to Waratah Road. The tender emphasises that all works, unless explicitly excluded, should be included in the tenderer’s lump sum price.

Council has undertaken an Aboriginal Due Diligence Assessment and Aboriginal Cultural Heritage Assessment in accordance with NSW planning regulations.

Design and planning

The project has detailed design documentation, including architectural and structural plans, prepared by the council. While the tender drawings serve as a baseline, a pre-construction walk-through with council landscape architects and environmental officers is planned to finalise the treatment. Contractors are expected to submit prices based on the tender drawings, with a schedule of rates for various treatments.

Risk management and alternative offers

The contractor is obligated to control all risks associated with construction. If a company wishes to provide an alternate offer, it must submit both a “complying” and an “alternative tender” proposal. Failure to do so will result in a non-complying submission.

Pre-construction and construction phases

Prior to construction, a series of pre-construction steps, including services and search reports, dilapidation reports, and environmental management plans, are outlined. The construction phase involves cultural induction, site establishment, stockpile management, concrete and material recycling, protection of existing infrastructure, and adherence to specifications and drawings.

Completion and handover

The completion and handover phase encompasses repairs/reinstatement, commissioning, handover, and defects liability.
