Racing and Wagering Western Australia (RWWA) is seeking a qualified contractor to provide event health services (thoroughbred racing medical services tender). This includes first aid and paramedic services, to multiple venues on an as-required basis.
Racing medical services tender scope of work
The contractor must have sufficient operational capacity to manage multiple events simultaneously. They must also be able to provide input to the event planning process as required.
Qualified personnel
The contractor must also provide personnel who meet specific qualifications, including doctors, paramedics, first aid officers, and ambulance officers. The minimum qualifications and requirements for each type of personnel are as follows:
Doctors
Doctors must have a medical degree and registration with an appropriate health professions board. They , must be experienced, competent, and physically fit to have a strong ability to triage and multitask. They must be able to operate on their own, including the ability to drive a designated and appropriate vehicle to and from the event.
Paramedics
Paramedics must have a tertiary qualification in paramedicine or paramedical science and advanced life support training to administer resuscitation medications, perform advanced airway manoeuvres, and insert cannulas. They must be experienced, competent, and physically fit to undertake the requirements of the request. They must be able to operate on their own, including being able to drive a designated and appropriate vehicle to and from the event.
First aid officers
First aid officers must have a ‘Provide First Aid’ certification, be experienced, competent, and physically fit. They must be able to administer a range of medications and appropriately treat various conditions. These include anaphylactic shock, bronchospasm (asthma), hypoglycaemia, minor bleeds, cardiac chest pain, nausea, general pain, and chest pain.
Ambulance officers
Ambulance officers must have a relevant qualification in paramedical science or prehospital care, a current unrestricted ‘C’ or ‘CA’ class driver’s license, and a current First Aid Certificate. They must be experienced, competent, and physically fit to undertake the requirements of the request. They must have excellent verbal and written communication skills.
Racing medical services tender requirements
In addition, all personnel (including subcontractors) must have sufficient command of the English language and of relevant technical terminology to be able to read, converse and receive instructions, maintain professional behaviour and be courteous and polite to the patrons, and always maintain a professional appearance, including but not limited to wearing the appropriate uniform, identification cards, and badges.
Training
The contractor is responsible for ensuring all personnel are appropriately trained in core skills related to the venues’ environments and RWWA policies and procedures, as well as completing any required site inductions. Specific training required must include
- Emergency management
- Evacuation training
- Venue overview
- Two-way radio use
RWWA will provide venue-specific training and briefings to specified personnel as required.
